āThe Customs Declaration Service (CDS) will no longer accept export declarations with the waiver document code 999L as of January 31, 2025.ā
This change is a major step towards guaranteeing conformity with the UK’s post-Brexit trade framework and bringing customs procedures into line with current legislation.
The 999L waiver was a short-term solution to facilitate the switch from the CHIEF system to CDS. This waiver code, which was used for ex-heading items that don’t need special paperwork or a license, will be permanently eliminated from the export declaration.
After this date, export declarations containing the 999L code will be denied, which could result in border delays and disruptions.
Ten national waiver document codes that are already accessible in the UK Tariff have been introduced by HMRC to replace 999L. These codes must be applied when appropriate because they are made to meet particular waiver requirements.
These codes are:
Document Code | Description of measure where code applies |
---|---|
912Y | Animal Health Certificate |
9020 | Department for Business & Trade Import Licensing Firearms and Ammunition (covering firearms only) |
9044 | Department for Business & Trade Import Licensing Firearms and Ammunition |
9026 | Department for Business & Trade Import Licensing Firearms and Ammunition (covering firearms only) |
9043 | Health and Safety Executive GB Transfer Approval for explosives |
920Y | HMI Conformity Certificate (fruit and veg) issued in UK |
991Y, 992Y, 993Y, 994Y, | Quarantine Release certificates |
To guarantee a seamless transition, HMRC strongly advises businesses to begin using the national waiver codes right away. To get ready, take these actions:
Examine the UK tariff: Examine the “Export Controls” section to find the applicable waiver codes for your products.
Make system updates: Make sure you use the updated Customs Declaration System, such as the one offered by iCustoms.
Test your declarations: To guarantee compliance and avoid further delays, test declarations should be made for every product type.
The removal of 999L from the export declaration demonstrates the UK government’s determination to improve customs compliance and harmonise trade practices. Businesses that export must quickly adjust by testing their export declarations, updating their systems, and becoming familiar with the new waiver codes.
There could be serious delays, disturbances, and possible fines at the border if this adjustment is not followed. Businesses may guarantee a smooth transition and sustain effective operations by being proactive and utilising cutting-edge systems like those offered by iCustoms.
