From April 1, 2025, rail and road hauliers will be required to submit information about goods travelling to or via the EU prior to their arrival as part of the new EU standard for import security and control systems, known as ICS2. They will be required to submit a complete Entry Summary Declaration (ENS) to the ICS2 in advance.
As per ICS2 Release 3, road and rail carriers, in addition to existing maritime, air, and inland waterway carriers, must submit a full ENS to the EU’s Import Control System by April 1, 2025. It aims to enhance the safety and security of the goods entering the EU.
This requirement also applies to the logistics providers and express and postal carriers who move goods via these modes of transport.
Under some conditions, final consignees based in the EU will also need to provide ENS data to ICS2.
