Excise Movement and Control System - EMCS

The Excise Movement and Control System (EMCS) is a computerised system that monitors and records the movement of excise goods in the territory of the European Union (EU). The excise goods include tobacco, alcohol, and energy products.

This system is an essential tool used for cooperation and information exchange between Member States and a facilitation tool for EU economic operator. There are currently more than 19,0000 economic operators using this system.

EMCS collects and analyses data about the goods movements online, verifies the entered information, and enables immediate notification of the dispatch and receipt of duty suspended excise goods.
